Developer Discounts – New government measure to curb this?

Developers have been giving discounts in various forms(eg. through furnishing vouchers, rebates, etc) since the latest cooling measure was instituted.

Some buyers in the market feel that this will distort prices as the prices shown in caveats do not reflect these discounts. As such, it may be seen as not being representative of market pricing level. Caveated prices are used in official URA statistics and reflected in the Private Property Price Index.

Property Cooling Measures Jan 2013

With effect from 12 Jan 2013, the government’s 7th property cooling measure came into force. Three main areas were targetted:

1  Additional Buyer’s Stamp Duty(ABSD)

For Singaporeans, ABSD of 7% and 10% are applicable for the 2nd and 3rd property respectively

For PRs, ABSD of 5% and 10% are applicable for the first and 2nd property respectively

For foreigners, ABSD will raised from 10% to 15%
